AP Government in Crisis over Telangana State formation

Andhra Pradesh Government, headed by Mr.Kiran Kumar Reddy plunged into crisis after 69 MLA's belonging to the Telangana Region resign from their Assembly seats demanding creation of Telangana State. Currently, 32 Congress MLAs have resigned and a couple more are yet to follow suit.


However, around 11 MLAs from the Hyderabad region, have not yet made any decision as yet except for Jubilee Hills MLA, Mr.Vishnuvardhan Reddy who was the first to resign. This would put pressure on the remaining MLA's to follow suit or face public wrath in the next elections.

Constitutional experts say that the Kiran Kumar Reddy government is in crisis as of now. Despite the numbers, Kiran Kumar Reddy Government cannot continue morally for the fact that the entire Telangana Region is not represented in the state assembly.
Experts point out that once these resignations are accepted nine districts from Telangana will not have any representation in the assembly. A government cannot function in this manner.

Out of 12 Congress MP's representing Telangana region, 11 MP's have decided to resign.

Let's see how the future would unfold.

Telangana - Options

It is another 3 days to go for the All Party Meet that the Central Government had called for to discuss the Views, Suggestions and recommendations of The Sri Krishna Commission that is looking into the demand for separate Telangana State.

The commission had already submitted its recommendations to the Central Government but not to the public. It is strange to note that the Congress Party Government had already gone through the recommendations but took time to put it across to all the parties. So, they do have buying time and they can come to the meeting with strategies.

The main opposition, Bharatiya Janata Party (BJP) had boycotted the meeting along with Telangana Rashtra Samiti (TRS) which is spearheading the separate movement. They claim that the Sri Krishna Commission itself is a time wasting device.

They rightly bring before the fact that when Andhra State was carved out of the erstwhile Madras State, no one took the opinion of all the areas of the State but only from the Telugu speaking areas. Since majority wanted separate state on linguistic basis, a separate state was carved out.

Now, to create Telangana State, the Sri Krishna Commission is taking opinion from non-telangana regions too. If a section of the region demands a separate state due to economic & cultural regions, Government should take majority view from that region and take a decision accordingly.

Anyways, coming back to the All Party Meeting, I think the Commission is going to put forward the following options give or take a few more:

1) Retain Combined Andhra Pradesh: Samaikya (Combined) Andhra Pradesh is definitely not acceptable to people of Telangana.

2) Carve out Telangana State: Politicians from Andhra and Raayalaseema Regions are against this for no particular reason other than "All Telugus should stay united".

3) Carve out three states - Telangana, Andhra & Hyderabad where in Hyderabad would be clubbed with Ranga Reddy District and be made either a separate state or a Union Territory directly administered by the Central Government.
This option would be acceptable to Andhras and also those Hyderabadis who have migrated to Hyderabad. Andhras would be ready to make the state into 10 pieces is Hyderabad is not given solely to Telangana. But, Telangana without Hyderabad is not workable as Hyderabad would be the driving force for development of Telangana and also, it is the historic capital of the erstwhile Nizam State of which Telangana is the Telugu speaking part.

4) My favourite option: Andhra State, Telangana State and Hyderabad would be acting as a Union Territory along with being capital of Telangana State.
I hope Andhras should not have problem as Hyderabad would be administered by Central Government (most of the important departments) while people from Telangana can be content that Hyderabad is their capital.
A working example we have is Chandigarh,a Union Territory is still a common capital for both Punjab & Haryana states.

Important Month for Telangana

This is a very crucial month for the Telangana issue as the Sri Krishna Commission would deliver its verdict regarding the formation of the separate state to be carved out of Andhra Pradesh.

If the Commission gives the verdict in favour of the separation then there would be trouble across other parts of the state and if the verdict is against the separation then entire Telangana, including the state capital, Hyderabad would boil.

So, got to keep a close watch on this issue and how the leaders react and act during the crisis.

Somehow, my gut feeling is that Telangana would be formed !! God Willing !!

500 KM Long Human Chain for Telangana State

The people of Telangana on Wednesday formed a 500 kilometers-long human chain all along the National Highway number 7 from Adilabad on the northern most tip of the region to Alampur on the borders of Kurnool district, to press their demand for a separate state.


The call for this novel protest was given by the all party Telangana Joint Action Committee to send a clear message to the Central government that the people of the entire region were involved in the movement.

The chain, claimed to be the longest in the country, was formed through five districts of Adilabad, Nizamabad, Medak, Ranga Reddy, Hyderabad and Mehbubnagar.


While prominent leaders of the movement including JAC convenor Prof Kodanda Ram, N Narasimha Reddy of the Telangana Rashtra Samithi and P Srinivas Reddy of the Telugu Desam Party participated in the human chain program on the Tank Bund in the heart of Hyderabad, other leaders were participating in the program in their respective districts.

Speaking on the occasion TJAC convenor Prof Kodanda Ram said that the human chain has made it clear that there was complete unanimity among the people of the region that they want a separate state. "Nothing else is acceptable to them," he said.


Women, youth, students, government employees and workers of different political parties and the mass organisations were participating in the human chain.

Just when the human chain was being formed, news came from Delhi that the Central government has announced that the proposed committee to go in to the demand for a separate Telangana will be headed by Justice Sri Krishna.


Kodanda Ram said that the TJAC will react to the committee formation only after the government comes out with the terms of reference of the committee.

The leaders of various other political parties said that they would welcome the committee only if it is meant for preparing the roadmap for Telangana state.

"But if it is going to seek the opinions of the leaders of coastal Andhra, it will be a waste of time. Because they have already made it clear that they were against Telangana state and for united Andhra Pradesh," said TRS leader and former minister N Narasimha Reddy.

Pocharam Srinivas Reddy of TDP said that he hoped that the committee will only deal with the issues connected with the formation of Telangana state and will complete its work within a set frame of time. "If it is meant for putting Telangana in cold storage, we will not accept it," he said.


M Lakshmaiah, another member of JAC, said that there was no need for such a committee as the Union home minister P Chidambaram had already announced on December 9 that the process for the formation of Telangana had started.

"If the committee means backtracking on that promise, we will not accept it," he said.

Politicians Ditching Telangana Again ??

Looks like all major political parties are trying to push blame onto each other. In a spate of madness, more than 90 MLA's from Andhra and Raayalaseema resigned while almost 5 MP's from the region also resigned cutting across party lines.

Now, Chief Minister Rosaiah says that the resolution on forming a Telangana state would be tabled in the Assembly only after consultations. Now.....looking at the background of Congress Party, every one knows that they would take ages for taking a decision. They are good at postponing decisions. Mr.Rosaiah says that he has to talk to leaders from other areas too. What are these politicians thinking of themselves ?? One day, they say they would give Telangana and the next day, they say that they have to talk to the people from other areas.

How many more times the people of Telangana are cheated ?? Congress Party is proving that it is one of the most irresponsible political parties in the history of the nation. Have they not thought of all these things before taking a decision on Telangana ??

All the MLA's and MP's from Congress have said that they would abide by the decision of the High Command. Now, they are crying foul by saying that the High command took a "Unilateral" decision. Andhra politicians are proving that they are untrustworthy and cunning.

The amount of violence that is taking place in the Andhra and Raayalaseema areas in one day had crossed the amount of violence that happened in Telangana for 12 days.

Now, TDP CEO, Chandrababu Naidu blames Congress for a "unilateral" decision. Is he not a party to the decision ?? He said many times that TDP would support a separate Telangana state if the Government proposes a bill. Now, why is he backtracking ??

All the top politicians of all the major parties are from Andhra and Raayalaseema areas and now, they are just taking the Telanganites for a ride.

These politicians need to be taught a Royal lesson. They all need to be defeated when they context next time in elections. We need to vote to only those parties which have passed a resolution in the favour of Telangana.

It is Telangana NOW or NEVER.

Congress Ditching Telangana

After going through the news reports past couple of days, it looks like the more than 100 year old Congress Party is shying away in implementing what it stated in its manifesto - a Second State Re-Organization Commission (SRC) which will decide on the separate statehood for Telangana.


The Congress, which is ruling now, took the support of Telangana Rashtra Samithi (TRS) in the previous elections saying that they are in support for a separate Telangana state and won the elections. The opposition Telugu Desam Party (TDP), which was in power at that time was dead against separate state. Now, with the elections just couple of months away, the parties have taken completely opposite stand.

The TDP, which is in opposition is now supporting Telangana while the Congress Party which is ruling the state is against Telangana.


Looks like these two major political parties are taking the aspirations of the 3 Crore Telangana people for a ride. These two Political parties have got habituated in going against what they have pledged during the election campaigns. At the sametime, Telanganites have got used to getting ditched by their own politicians whom they elected.

For the sake of getting Ministries in the Central and State Governments, the TRS also didn't take up the Telangana issue vigorously. They sat on the issue and now with elections very nearby, they are again taking up the issue seriously - once again to take the people for a ride.


All these political parties should be taught a lesson. Unless they come out with a timeline for a separate Telangana, we should not vote to these parties.

The Bharatiya Janata Party had already stated that once they are in power in the central government, they would give Telangana within 6 months. During the earlier BJP rule, they carved our states like Uttaranchal, Jharkhand and Chattisgarh and proved that they would stick to their word. The BJP had already passed a resolution for separate Telangana state in their once in a year meetings. Other parties have still not passed such a resolution in their own meetings.

Before we go for voting, we got to make sure to vote to those parties which stick to their word.

TRS MP's and MLA's Resign

Losing trust on Congress Party and putting pressure on the Telangana Leaders of Congress Party, the Members of Parliament of Telangana Rashtra Samithi resigned from the Lok Sabha yesterday at New Delhi and the Members of Andhra Pradesh State Legislature resigned today at Hyderabad.

Please view the map of Nizam State (Hyderabad State) which was broken down into parts and some parts added into Maharashtra (Parbhani, Osmanabad and Aurangabad) while some parts merged with Karnataka (Raichur, Gulbarga and Bidar) and the remainder merged with Andhra State.


Sonia's Meeting Canceled:
On March 14th, Sonia Gandhi is opening the new Hyderabad Airport - longest runway in Asia. The name of the airport is Rajiv Gandhi International Airport. It has become common for the Congress Party regime in Andhra Pradesh naming every small building or project on the names of Rajiv Gandhi and Indira Gandhi as if there are not state leaders of high stature.

The Congress Party planned to organize a massive public meeting addressed by Sonia Gandhi. But the high command today sent a message from New Delhi informing the State Congress that the meeting stood canceled. They are expecting trouble from TRS members coming to the meeting in the guise of Congress party members. Also, questions would be raised by congress members from Telangana region about separate statehood. To run away from answering awkward questions, the Congress Party canceled the public meeting.

Instead, Sonia would be addressing a public meeting in Andhra region and flying directly to inaugurate the new airport and then taking a direct flight back to New Delhi. Such is the situation of the ruling party that its all India leader is fearing to address a public gathering in Hyderabad.

This shows the pitiable situation the party is in.


Why have the brought it to this extent ?? They fought previous elections cohabiting with TRS for a separate state. When they came into power, they are shying away from it, thus fooling those who voted them to power.

This time round, people from Telangana Region should ensure a resounding defeat to Congress Party in Telangana. Then they will understand that they should never play with the sentiments of people.

Second SRC ?? No Way !!

With the recent media reports, looks like the wily politicians are really not interested in the feelings and aspirations of 40 Million people from the region of Telangana.

The ruling Congress Party made a deal with Telangana Rashtra Samithi (Party established solely to fight for a separate Telangana State) regarding the formation of Telangana State. While politicians from Congress Party say the deal states that Telangana would be formed only after the recommendations of Second State Reorganization Commission (SRC) while the politicians from TRS say that the deal states Telangana would be formed before the next state assemble elections, slated in 2009. But, till now none of the parties have made the copies of the deal public. Deal or No Deal, politicians are fooling people.

The people of Telangana are taken for a ride by the Congress and TRS parties. It is to be noted that TRS is the only party which has brought the issue of separate Telangana out into the public domain after a gap of 30 full years but oflate, the leaders of the party are not keeping up their words. If they want to show their real commitment for Telangana, all the MLA' and MP's from TRS should resign their positions immediately to show unity and also to exert pressure on the Central Government.

At the same time, all the other parties which have committed for a separate state, like the BJP and CPI have to do the same. The main opposition party, TDP is still in a make belief world of their own thinking that the separate Telangana movement would fizzle out as happened 30 years back. But this time, the sentiments of the people are high. Leaders have to understand the sentiments of the people and act accordingly. Ignoring the sentiments would only help the extremists.

It has to be noted that when Potti Sriramulu died during a hunger strike in Chennai for the formation of a separate Andhra State, he did that only to enable Telugu speaking areas of Madras State to be carved out to form Andhra State. Later, Hyderabad State was merged with Andhra State to form Andhra Pradesh. This was done against the wishes and aspirations of the people of Telangana as they are culturally different from Andhras. Even the first SRC mentions that Hyderabad State has to be separate but the politicians from Andhra who are dreaming of a Visalandhra forced the decisions.

It is time for the parties to think broadly and take a decision before they commit for second SRC. This time round, the people of Telangana are not going to sit idle as they lost full faith in the promises of the politicians !! They are demanding for Telangana - NOW !

Telangana - Now Is The Right Time

Looking at the sudden increase in the interest of the political parties, I was wondering when are we going to get a separate Telangana State carved out of Andhra Pradesh State, which is as big as England.
I kept wondering the reason for a state as big as England and all the three parts (Andhra, Raayalaseema and Telangana) claiming to be backward.
We have stayed together almost 60 years and all the three parts of the state are poor. So, what is the need to be together when everyone is not happy.
Best way is to separate - peacefully.

Why are the politicians from the other parts of the state not ready for a split ?? They are afraid that their area of importance is going to decrease and their bargaining power would take a beating with the central government regarding the Central Government funds.

Some Facts regarding Telangana:


The area of Telengana is 1,14,800 Sq Kms.
Telangana represents 42% of the total area of the state and is home to 40% of its total population.

Telangana comprises 10 districts of AP:
Adilabad
Hyderabad
Karimnagar
Khammam
Medak
Mehboobnagar
Nalgonda
Nizamabad
Ranga Reddy
Warangal

History of Telangana:

Telangana region has been ruled by many great dynasties like Sathavahanas, Chalukyas, Kakatiyas, Mughals, and the Qutubshahis. As the Mughal Empire began to disintegrate in the early 18th century, the Muslim Asafjahi dynasty established a separate state known as Hyderabad. Later Hyderabad entered into a treaty of subsidiary alliance with the British Empire, and was the largest and most populous princely state in India. Telangana never under direct British rule, unlike Coastal Andhra and Raayalaseema regions of Andhra Pradesh, which were part of British India's Madras Presidency.

Andhra Pradesh consists of three distinct regions, namely, Andhra, Raayalaseema and Telangana. Andhra and Raayalaseema were part of Madras province of the British empire. For approximately 400 years, Telangana was part of Hyderabad State, an independent kingdom ruled by Muslim Qutub Shahi and Asafjahi (Nizam) dynasties.

Hyderabad state has parts of Karnataka and Maharashtra in it - until they are merged with those states.
Remaining part of Hyderabad state is merged with Andhra State, thus forming Andhra Pradesh in 1956.
The slang of Telugu spoken in Telangana is very different from the rest of the state.
Telangana Telugu is a mixture of Telugu and Urdu.
The culture and traditions of Telangana are quite different from that of the rest of the state.

The Nizam was the world's wealthiest person during the time of independence.
Lot of Hindus are forcefully converted into Islam with a sword at their neck and Urdu was made official language.
During the time of Independence from British, thousands of Hindus were massacred by their Muslim rulers, thus forcing the Indian Army to perform a "Police Action" on the Nizam forces and liberate Hyderabad.

Merger of Andhra and Telangana Regions:

The States Reorganization Commission (SRC) set up by the government of India in early 50s to examine the question of reorganization of states of the country was, in fact, not in favour of merging the Telangana region with the then Andhra state. Para 382 of States Reorganization Commission (SRC) said "..opinion in Andhra is overwhelmingly in favour of the larger unit, public opinion in Telangana has still to crystallize itself". The concerns of Telanganas were manifold. The region had a less developed economy than Andhra, but a larger revenue base (mostly because it taxed rather than prohibited alcoholic beverages), which Telanganas feared might be diverted for use in Andhra. They also feared that planned dam projects on the Krishna and Godavari rivers would not benefit Telangana proportionately even though Telanganas controlled the headwaters of the rivers. Telanganas feared too that the people of Andhra would have the advantage in jobs, particularly in government and education. Para 386 of States Reorganization Commission (SRC) said "After taking all these factors into consideration we have come to the conclusions that it will be in the interests of Andhra as well as Telangana area is to constitute into a separate State, which may be known as the Hyderabad State with provision for its unification with Andhra after the general elections likely to be held in or about 1961 if by a two thirds majority the legislature of the residency Hyderabad State expresses itself in favor of such unification."

The central government decided to ignore the SRC recommendations and established unified Andhra Pradesh on November 1, 1956. However, a "Gentlemen's agreement" provided reassurances to the Telangana people.

Grudges of Telanganas:

* Telangana is less developed compared to Andhra.
* Rivers like Krishna and Godavari flow through Telangana, but the water from the dams are sent to Andhra.
* Because of less literacy and backwardness of Telangana people, most of the new jobs, postings in government and education are given to people from Andhra.
* Except for common language, the people of Andhra and Telangana have different dialects, histories, cultural systems, different food habits


Separate Telangana Movement:

In the following years after the formation of Andhra Pradesh state, however, the Telangana people had a number of complaints about how the agreements and guarantees were implemented. Discontent with the 1956 Gentlemen's agreement intensified in January 1969 when the guarantees that had been agreed on were supposed to lapse. Student agitation for the continuation of the agreement began at Osmania University in Hyderabad and spread to other parts of the region. Government employees and opposition members of the state legislative assembly swiftly threatened "direct action" in support of the students. This movement also know as Jai Telangana movement led to widespread violence and deaths of hundreds of people and students of this Telangana region. Approx. 360 students gave their lives in this movement.

Although the Congress faced dissension within its ranks, its leadership stood against additional linguistic states, which were regarded as "anti-national." As a result, defectors from the Congress, led by M.Chenna Reddy, founded the Telangana People's Association (Telangana Praja Samithi). Despite electoral successes, however, some of the new party leaders gave up their agitation in September 1971 and, much to the disgust of many separatists, rejoined the safer political haven of the Congress ranks.

The emotions and forces generated by the movement were not strong enough, however, for a continuing drive for a separate state until 1990s when Bharatiya Janata Party, promised separate Telangana state if they come to power. But BJP could not create separate Telangana state because of the opposition from its coalition partner, Telugu Desam Party. These developments brought new life into separate Telangana movement by year 2000. Congress party MLA's from Telangana region, supported the separate Telangana state and formed a Telangana Congress Legislators Forum. In another development, a new party called Telangana Rashtra Samithi (or TRS) is formed with single agenda of separate Telangana state, with Hyderabad as its capital.


Present Talk of SRC:

Most of the political parties are now pitching for a separate state but in different ways.
While the Bharatiya Janata Party, Telangana Rashtra Samithi, Bahujan Samaj Party and the Communist Party of India want outright separate state, other parties like the governing Congress Party wants a State Reorganization Commission (SRC) to be established by the Central Government and then decide on the future of Telangana.
The opposition Telugu Desam Party is not ready for Telangana and they say that they will take a decision at "right time".
The Communist Party of India (Marxist) are also against Telangana for their own reasons.

It is high time politicians respect the aspirations of the people of Telangana. The demand of Telangana was made in 1952 but was considered not feasible and then shelved. In the late 60's, a huge political agitation took place but it was successfully put down by the state government.

Even though the agitation started off with economic problems in the background, now it has become more sentimental in nature.

It would be of everyone's good if we separate peacefully !!

Role Of Andhras in Hyderabad:

The people who are most worried with the formation of Telangana are the Andhras who have migrated to Hyderabad City after it is made capital of Andhra Pradesh.
Taking advantage of the Capital City, they established industries, started educational institutions and were imposing their style of language.
One way, they paved for the development of the city and the other way, they are trying to enforce their traditions on the region.
People who have migrated from Andhra and settled in Telangana are called as "Mulkis".

Benefits Due To Separation:

* Right now the coal is mined and electricity is produced in Telangana but most of it is supplied to Andhra region, while districts of Medak and Adilabad have four hours of electricity during the day during summer. In the new state, these districts will be fed with electricity.
* The rivers of Krishna and Godavari flow through Telangana, and the dams are in Telangana, but the canals carrying the water go to Andhra. In the new state, there would be new canals bringing water to the arid regions of Telangana bringing in prosperity to the farmers and local population.
* Most of the jobs, in government and education, are filled up by people from Andhra. In the new state, these jobs will go the local population.

With the above benefits in mind, it is for the welfare of the country that a separate Telangana state is formed - NOW !
